I witnessed child neglect from this caregiver with my own eyes. My daughter was confined in a stroller, sitting by herself in a garage, while the caregiver with other children were outside in the driveway and sidewalk playing. Once the caregiver saw me, she ran inside her garage and rolled my daughter out. The first question that popped in my head was: "why wasn't my daughter outside among other kids, playing?"
