I went to visit this daycare before enrolling my disabled son, spoke to the owner to assure she would be able to change my 5 year olds pull ups before enrolling him and was told yes. Months later I was asked to prove my son had a disability, odd as the request was I provided the owner all documentation showing his diagnoses.
